Would it be appropriate for a traffic engineer to design the placement of the barriers? Would a professional design of the type and placement of barriers provide any benefit in defending against a lawsuit vs selection/placement at staff's discretion?

Question - why do we need vehicle barriers for sidewalks, when we already have peds on sidewalks and the risk is the same.

It would be helpful to get the statistics for the types and cause of accidents related to sidewalk cafe and parklet dining. Is that data available? It would be a great aid in showing the risks to the public, decision makers, and businesses when evaluating projects.
